I would highly you purchase a shield tv. You'd be very happy with that. It does have offline capabilities. It's a great device. And to make this relevant to the OP. It does have Chromecast as well. I use it mostly when I need High quality 4k with lossless DTS and Dolby formats Roku doesn't support. I think it's the modern replacement for the WDTV Live. I also like being able to us it to Stream PC Games like I am on a console.
To, the OP, this user is wanting offline capabilities on Roku, which is not relevant to your question.

Try looking at this site. The poster has made a lot of effort to identify the capabilities of various media streaming boxes, although it was developed strictly for 4K capable devices.
I've been researching the same thing. I always thought the roku could do everything a chromecast could do so why bother with the chromecast. Roku does not seem to support nearly as much media, especially the livestream content typically over fbwatch or other social media platforms. So I ordered a chromecast and it does essentially let me watch everything i could watch on my phone or desktop on the tv, where the roku only cast's supported apps like youtube, netflix, etc...
Do the nicer/beefier roku's have the same type of casting support the standard $35 chromecast has? I've typically only bought the midrange rokus. I find myself still using my roku for all my streaming app needs like netflix, hulu, amazon, youtube, plex etc... but I switch to the chromecast for everything else that doesnt fall into the streaming mold like live streams... I've heard the Nvidia shield has support for both, and it seems like the appleTV handles app streaming and device casting a bit better in conjunction so I wouldnt have to hop between a chromecast and roku. If the Roku just supported fbwatch or other live stream platforms, I feel like that would be enough to not have to switch between the two.
I basically do the same thing as well. I just wish the Roku's supported more apps/streaming platforms like the chromecast does or had better casting features like the chromecast. Wondering if the beefier roku's have full chromecast support or not.
