i bought i roku express to plug into my tv at residence. i plugged it in, all the lights are working, but it’s stuck on the roku logo screen, won’t even let me set it up, and the place i got it won’t let me return it. Any ideas of what this could be?

I wouldn't shop there again.  Make sure you're using the supplied power adapter and not your TV's USB port.  Connect the power and find the tiny hole for the reset button and with a paperclip or something similar press and hold the reset button for no less than 30 seconds regardless of what's happening onscreen.
