On Roku TVs, you can set the ZIP code which effectively sets the location for the overall device. On the Roku Streaming Stick+ (your device) or other standard Roku devices, you don't do that.
Either the service you're using will have a place for the location (within the app or more likely within the Web interface) or it picks it up from your network setup and ISP. A VPN can cause different locations to show. But that's not a Roku device setting causing the issue.

I have two Roku devices and two fire sticks using the same internet. The fire sticks were not affected. Up until a week ago the Roku devices were bringing in the proper region. Not sure what changed. You say there’s a way to update the zip code on the Roku devices?

Thanks for your reply. I was able to correct the problem on paramount plus and other apps with the exception of NBC live feed through my cable subscription which still gives me the SC NBC afflillite. Oh well.
Roku devices have no provisions for receiving live over-the-air broadcasts. (Roku TVs with Roku capability built in DO have antenna inputs for this purpose.) So any local broadcasts received on a Roku device must be streamed via one of the streaming channel apps that carry local channels (YouTube TV, fubu, Hulu + Live TV, etc.). It is that channel app that determines which locality's stations you get.
Some (all?) of these channel apps determine your location by the IP number assigned to you by your internet provider. If your internet provider assigns or changes your IP number to one attached to one of its servers located in a different area, that could change the local stations you are provided.
You can use a website like https://www.iplocation.net/ to see where the IP number assigned by your internet provider indicates you are located. If this doesn't represent your actual area, contact your internet provider and ask to be reassigned an IP in your area.
