Quality indicator on media player

In Media Player when a video file is being retrieved for playback, there is a quality indicator with 4 dots.  Is this an indicator of the WiFi signal quality or the quality of the video format of the file being retrieved?  What is the purpose of this indicator?

It's solely referring to the resolution of the media. No relation to your network connection. However, real world I don't think it really means much. Just checking a video I recorded over the air, it's standard definition and still has four dots. In fact, everything I have is showing four dots, from recorded SD TV to highest quality 4K movie rips. Unfortunately, the last person that was actively working on RMP has retired. A new employee has assumed the duties of maintaining RMP, but we haven't heard anything from him for months. He might have higher priority duties in the office for now.
