what is the manifest file for?

I would like some clarification about this so I don't make a mistake: what exactly is the Manifest supposed to be for, and what kind of information is expected to be in it?
I AM THE ARCHMAGE... who is also rather new to Brightscript so forgive me for seeming inept at times.
