Channel not available in France


We recently published a private channel and enabled it for all regions. We have client in France that are reporting they are receiving an error message when trying to add the private channel:

"We're sorry. This channel is not available in your area."

Is there any other settings other than the "Edit Private Channel" page that would lead to a user in France would be unable to add this private channel?
