Certification requirements: audience measurement required?

In the recent blog post (https://blog.roku.com/developer/channel ... s-oct-2018) about certification requirement updates the following was included:

Channels in the US that are not directed at children must use the General Audience Measurements[/url:21zm0iqp] APIs for their audience measurements in order to pass R...

Depending how you read this it could mean: 

  • ALL channels not directed at children must perform audience measurements
    OR 

  • if channels perform audience measurements, they must use General Audience Measurements.

Does anyone know which is the case?
