new remote but my tv isn't set up yet

Hi. I just moved into a new apartment recently. When I was setting up my vizio tv I realized I had lost my remote. I ordered a new roku remote, but it will only turn my tv on and off or the volume up and down. Since my tv hasn't been set up yet, it's not connected to the network. How do I connect my new remote to my tv?

I am confused.  If the remote turns the TV on and off and controls the volume, then the remote is set up to control the TV.  Is this a Roku TV?  If not and you are using a Roku device the Roku remote will not run the apps on the TV.  Is the remote paired to your Roku device?

@kthurmond98 mentions Vizio tv, so it can't be a Roku tv, what remote was missing the Roku remote or Vizio remote?
