Does Roku allow streaming ESPN without a TV provider (cable or satellite). ESPN allowed the purchase through Roku but cannot get the two linked to watch on the TV.

ESPN on Roku requires a cable/TV provider login for full access. You can try reaching out to ESPN support directly for more information and insight about how their channel works on our platform.
Furthermore, you can coordinate with our Billing team if you need help with the charge. Just go to support.roku.com/contactus then choose 'Questions about my account or billing' on the drop-down menu. They are the best ones to help you out with that matter.

ESPN cannot be subscribed to individually/independently on the Roku as a stand-alone channel. You can also look into the cable-alternative streaming services that operate on the Roku. I believe Hulu carries ESPN. There is also an ESPN+ app but does look like it is yet available directly on the Roku.

There is no ESPN+ app - the ESPN app (and Hulu app) carry ESPN+ content.
Hulu doesnt carry ESPN, Hulu w/Live TV does.
The ESPN app has dual logins to cover the ESPN or ESPN+ content.
