If there's no button in the battery compartment then it's an IR remote that doesn't require pairing, but must be aimed at the front of the Roku. You can verify an IR remote is working by pointing it at a digital camera like the one on your phone and pressing a button on the remote. You should see a flash of light on the camera's screen.
