You keep on moving the goalposts. A Voice remote is wifi remote that has IR built-in for tv's. If you have an old roku wifi remote with no IR built-in, but does have volume keys for built-in headphone jack on that old remote. Later the volume keys were upgraded to control tv's by hdmi-cec, not IR, so going through the menu as I directed you thinking you had IR built-in would come with message saying that remote doesn't have that feature.
So with new tv go into its settings and refresh the cec devices connected to it, it might get the volume keys working again. With hdmi-cec you don't have to program in a certain tv brand, because ALL tv brands respond to the same hdmi-cec signals sent over the hdmi cable. It just has to be told to look for them.
It's not an issue with volume on the tv. The old remote did not have volume control. It was a plain I/R remote. That still works even with the new ROKU 3930. The issue is that the roku will not recognize the new R/F remote. I can't move off the HOME screen can't select anything. Won't pair.
Model numbers of the roku remotes involved?

Ok, as I understand it we are trying to pair a Roku Voice Remote (RC-AL7) to a Roku Express 3930, connected to a Samsung 1080p Television.
Lets try this....
1. Make sure the batteries in the Roku Voice Remote are good. Take the back cover off. On the Roku Voice Remote, press HOME, then the BACK button, and then press and hold that Pairing Button until it flashes green. Release button.
2. Unplug your Roku Express 3930 and then plug it back in. Let it reboot (give it a moment and see if a box pops up saying Pairing Remote with a circle).
Report back and we can try alternate methods if that doesnt work.
Not sure if you got my first reply. I tried this and did not get any different results. Still unresponsive remote. When I put batteries in the remote the green pair light blinks. I waited for that to stop, then pressed the HOME button and then the BACK button on the remote. Green pair light blinks. Then I unplugged the ROKU express and plugged it back in. Got to the home screen and nothing. still will not recognize the remote.
