The cellphone (using a Roku Mobile app, official or otherwise), has to be on the same network as the Roku device in order for this to occur. The remedy is to change the wifi password. (this will prevent the cellphone from connecting to your network).

Unfortunately, there has always been a bug in the Roku OS that has allowed the official Roku Mobile App to connect to the device (when not signed in/using guest) when "Control by Mobile Apps" is Disabled. However, if Control by Mobile Apps is Disabled, this will/should prevent unofficial Roku Mobile Apps from connecting to your Roku device.
Settings/System/Control by Mobile Apps/ [Disabled]
However, this will also prevent casting and screen mirroring apps from being able to be used with your device as well if needed.
