My brand new Express 4K+ (3941R) just arrived. I have been trying to get the remote to pair for 2 hours with no luck.
I've gone through all the troubleshooting, videos, posts, etc. The pairing light on the back of the remote continuously blinks every time I restart the remote and I hold the pairing button down for 5+ seconds. I'm stuck on the language select screen and every so often the "pairing" dialogue shows up on the screen then goes away, but the remote doesn't pair.

I have reset both the roku and the remote multiple times. I have replaced the batteries.

I have reset the roku device by holding the reset button for 30 seconds and I have also disconnected the power cable for five seconds. I have also reset the remote by removing the batteries and replacing the batteries.
If after all that, it won't pair, there are two likely possibilities.
One is your network. Try connecting to your phone's hotspot and set up that way. If that works, there's something about your network that Roku doesn't like. That could mean problems later, although some have reported that resolved it and had no issues going forward.
The other is the Roku (or remote) is simply bad out of the box. Exchange it.
Try the first one first, and if that doesn't resolve, then it's likely the second one.

How do I choose what network it connects to?
Settings > Network
Sorry, you're trying to set up from the beginning. My bad. It will prompt you for that.
You may want to turn off your existing network to do the setup via hotspot. Just power down the router for the attempt. Power back on when you're done.

I am experiencing the same thing as you. It does not do anything except pair.
