Roku stick+ won’t turn on tv but does everything else.

I have a Toshiba 46g310u and the stick+ remote will work completely except turning on the tv. I had a same model stick + that the remote was damaged, but before being damaged it would work for everything on the tv. I have tried changing auto power on and off on the Toshiba, and had no success. I have also tried in the roku remote setting changing through all the toshiba and LG codes and only code 1 works for everything except turning on the tv. Code 1 when trying it sometimes mutes completely and other times only half mutes if that indicates any problem?

Try apex & changhong tv brands?

Tried both and still no luck powering up with the roku remote
