Do you mean the actual TV controls? TV power and volume? As far as I know, normal TV controls are IR so, on the one hand, there is no real "pairing" and thus any remote will control any TV using the same code set, however because they are IR, they won't pass through walls.
They will sometimes bounce off walls pretty good though so if the far TV is within a "bounce" of the remote, it may still respond.
