I just setup my Roku Voice Remote Pro.  It turns the TV on/off and controls the volume BUT, it will skip numbers when turning the volume up or down.  For example...  When I hold down the volume up button I will see the volume increase like this, 2 3 4 5 6 7 10 14 20.  Volume down would be like 16 15 14 13 12 11 8 3.  

There is also a "delay" when doing volume up/down.  (not sure what else to call it)  Using my previous example of doing the volume up...  I would let go of the volume up button when it got to 10, but it will still go up to 20 (or more).

Try reprogramming it for your tv, skip the first positive result, click no and unmute it see if a later code works better.
