I have a non Smart TV and I am using a Roku Premiere (3920 series) . I bought the new Voice Remote Pro. The Remote itself does turn off the TV using the button but when you use the Voice "Hey Roku Turn off the TV", it shows "Turning Off" and then goes to the home screen instead of turning the TV off

I have the same problem. When I say "turn off the tv" using the voice button on my Roku remote, in the Roku app, or my Google Assistant it shows "Powering off..." in the upper right of my tv screen, but does not actually turn off.
Mine is definitely not a CEC issue because both the Roku (and thus the tv) were turned on by the Google Assistant in the first place.

Yes, the remote works fine when I physically push the buttons on it to turn things on/off.
The voice control does not work to turn even the Roku stick off. Like I said before, it says "Powering off" in the upper right of the screen but nothing happens after that disappears.
The Voice commands will not control outboard devices like non-roku tv's. If it were a Roku tv then the power would go off, but it doesn't keep track of what roku model is receiving the voice commands, your stand alone roku connected to a non-roku tv falls on deaf ears. Meaning its ignored by your brand of tv. Sorry.
