I just got a Roku Express HD and set it up with my Samsung TV. It seems like holding onto the power button turns it on, but I can't figure out how to turn it off?

Also, not sure how to make the volume go up and down? Is this possible?

Are  you sure you have a Roku Express? The remotes for the Express don't have volume or power buttons. The Express+ does, so let's be sure which device you have. Those are different, and the remotes are quite different.

Get the model number and OS version: Settings  > System > About

The Roku Express. There are no volume or power buttons...I wasn't sure if there was a work around? Or are you saying that I need a different remote in order to power and adjust volume?

There are a couple of different models named Roku Express, and a couple named Roku Express+ which is why I was asking for the model number. But I'll proceed as if it is the model 3930, the current Roku Express.

The Roku Express comes with an IR remote, and doesn't have power or volume buttons on the remote, and usually won't control them. What's probably happening is that you're calling the HOME button or some other button "the power button." As some remotes (but not the Express one) do come with a Power button, it's important to properly identify things, or you can be given instructions that don't apply.

So, assuming you meant the Home button, if your TV and Roku are properly configured, that action, which simply takes the Roku out of sleep mode, can cause a TV to turn on. Sometimes, it will also cause the TV to switch to the HDMI input to which the Roku is attached. It depends on the TV and how it's configured.

Now, I realize I made a few assumptions there, but based on the limited information, that would fit what is happening.

Some have reported that the Voice Remote will pair with the Roku Express (at least, with the 3930; not certain about older models). I've not personally done that, so I can't say that it works, but I do trust the users that have said that.

If your Roku Express supports the Voice Remote ($20) then you can pair it to the Express, then most likely configure the remote to work with your TV. I can't say with certainty, because some TV manufacturers use a variety of IR codes, and Roku can't support them all. But, the odds are it would support your Samsung, as it works with my Samsung.

It's model 3930R, does this mean I won't have the functionality I'm looking for to make it a 1 stop remote connecting to my Samsung TV and allowing me to power on/off and control volume?

Perhaps fellow user @Tivoburkee can help. I think he's familiar with how well the Voice Remote works with the Roku Express model 3930. If he says it works, then you can get that remote and do what you want.

Here's one thing to consider, though. The Voice Remote is $20. If you were thinking of a second Roku for another TV, this might be the time to do that, putting a better Roku on the Samsung (one that includes the remote) and moving the Express to a secondary TV. If you were not looking to expand Roku usage, then the $20 remote may be the way to go. Let's see what @Tivoburkee says.
