My premiere plus paired with mu tv and all controls work except turning on the tv. It will turn the tv off but not on. Why?
You picked the first code that seemed to work, but it doesn't fully so redo the tv programming and skip the first one that mutes the music and see if later codes work better.
There are some tv brands that share the same volume and mute commands buyt not power fully, like toshiba, Apex, or changhong.
I didn’t pick any code, it was paired with burton by the batteries. It only lets me pair it that way.
There is a pairing process for the TV. You don't actually enter a code, but rather pick the TV manufacturer from a menu, the system will play music, then ask you if it stops. There may be multiple settings for each TV, so picking the first one that mutes the music isn't always the right one. It can get a little tricky when trying to bypass a partially working setting. But try to find the pairing setup under Remote in the menu system of your Roku.

I have done everything you suggested three times. The Roku remote still won’t turn the tv on.

On another thread, you said you did the Reset button thing. That's not part of pairing to a TV. That's for pairing to the Roku device. So, doing that isn't doing any good.
I'll follow up on that thread.
