Just got a new remote and it won’t pair. There’s no pairing button on the remote, and when I reset the Roku it doesn’t have the pairing screen. It just starts up and I can’t use the remote. New batteries don’t help.
If you have to have a wifi remote that has a pairing button like roku stick, no roku remote without a pairing button in the battery compartment will ever work. Name the model of roku, and the remote model number too?

Model 3910x and YY-256

That's an older Roku Express+ which came with an IR remote. The remote should work by putting batteries in it and pointing it at the powered up Roku.
Why do you think you need to pair that remote? What's actually going on?

The new remote does it have tv power or volume keys on the side? Then that is a roku tv IR remote and it will never work with express+.
YY256 isn't roku remote model number, some aftermarket universal remote?

Yes, it has volume keys on the side. I got it on Amazon. Are you saying that I should return it?
if I buy a new remote from this website, how can I be sure that it will be the correct one?
Roku calls it the Simple Remote:

It's $15, but you can find any universal IR remote at Family Dollar, Walmart, Best Buy, etc fairly cheaply. Just check to ensure it says it supports Roku on the packaging. The advantage is not having to wait, you can be up and running as quick as you can get back from the store.

Supposedly it works with your roku, read manual to get it to control roku's, I don't see any reason to return it if you can get working with roku. This it:
