Remote has a mind of its own

I press any of the arrow buttons and it just keeps going. If I press down, goes and goes and goes, it won’t stop. It will let me changes directions but then just keeps going in the new direction.

I have a Roku express. 
I do not have a pairing button on the remote, I have changed the batteries and I have unplugged the Roku box several times. Nothing works

I have tried using the remote option on my Roku app and it won’t work

What does that mean? Do you mean the app won't see the Roku device? Or do you mean that the continued scrolling happens?

If I press the arrows it goes but then goes right back to the “Home” on the left side menu. If I try a channel it just doesn’t do anything.

I’m sitting here with the tv and Roku on and I’m constantly hearing the sound that makes whenever I press a button. It’s been doing this for about a week at least. If I’m lucky enough to get a show to play on Netflix then everything seems fine and the show plays normally

What about if you take the batteries out? If it stops, then the remote is driving it. Try blowing out dust/dirt from the buttons. Compressed air from a can will do that.

If it continues, with the batteries out of the remote, it's the device.

Also make sure your remote doesn't have a button or cursor control stuck in a depressed or partially depressed condition.
