I have done all of the troubleshooting steps multiple times with no success. One time I got the TV screen to say "Pairing Device," but all other times when I plug in the roku and put batteries in the remote, the home screen comes up but the remote will not do anything. I've tried pushing the pairing button under the battery cover, but it did not work. I pushed the reset button on the Roku and that didn't do anything either. I tried going through the app on my phone, but it says "We didn't find a Roku device on your network." I just got a new router, but this problem was happening with the old router too. I cannot access the Roku settings in order to connect to my new router. It seems like I need a new Roku or a new remote...possibly both? If it matters, I received the Roku as a Christmas gift, so it's just over a month old.
I know you have said you have gone through all troubleshooting steps but you did get the pairing remote box on your screen so it was trying to work. Although easy, there is a certain order to the pairing.
Lets just get everything to reset. (soft reset)
1. Unplug the Roku.
2. Remove batteries from Remote.
3. Plug the Roku back in and let it boot to the Home Screen.
4. Place the batteries back into the remote.
5. Press and hold the Pairing Button until it illuminates/flashes Green. (5-10 seconds). Release button. [This light will continue to flash while attempting to Pair to Device and then stop when pairing initializes]
6. Then just wait about 30 seconds (sometimes more, usually less) and you should see Pairing Remote Box with a Spinning circle appear on your Screen.
7. Once box disappears, test buttons. You may still have to program remote to your TV for volume or power in the Roku Settings but you should now be able to navigate through Roku Menus.
***Sometimes in some instances if the light continues to flash and you are beyond 45 seconds, you may have to Remove Batteries again, Unplug Roku and let it go to Home Screen, then Put Batteries Back in Again and the Pairing Remote Box will automatically Appear (without you pressing the pairing button).
Follow the above carefully and see if that helps you. Like I said, it tried to connect once for you, so it probably just needs to have everything refreshed with a soft reset.

Sometimes after I plug the roku back in it goes straight to the home screen on the tv, and other times it goes to the roku screen where the letters are bouncing up and down. Then when I put the batteries into the remote, sometimes the green light will blink once and then go out, and other times the green light will blink for a few minutes and then it seems like it times out. Regardless of what happens, the remote will not pair and none of the buttons work. Like I said, I've repeated the uplug/remove batteries several times. I've also pushed the reset button on the roku with the batteries in the remote and with the batteries out of the remote. I have even unplugged the roku and and changed to a different hdmi port. I feel like I've tried every possible fix and nothing works, the remote will not pair with the roku.

It is entirely possible you have a bad remote but just to be clear, that little black button near the batteries in the remote is the Pairing button, not a reset button. You need to push that button until it starts to flash green and point it at the Premiere (even put it on top of it). Sometimes a little slow to respond . Other times, jumps right into pairing.
Just wanted to be clear because sometimes we are speaking about the same thing in these posts but then calling it different things and misunderstanding functions. People of all different levels/experiences with Roku in community. Just wanted to make sure you did the above steps in that particular order trying to explain what was happening at each step.
I literally hit send on the last message and then grabbed the roku remote and hit the power button and it turned off the tv! So I hit the power button again and the tv turned back on. I was able to get into the settings and navigate to the choose your network page and started to enter the wifi password. About half way through entering the password the remote stopped working again! I waited for about 2 minutes and started pushing buttons again and nothing worked until I hit the "home" button. It took me back to the home page and again the buttons worked long enough to get me back to the "choose your network" screen. However, once my wifi network pops up the remote no longer works except the home button. So I push the home button, it take me to the home page and I can navigate back to the choose your network page and the buttons stop working. So all I can do is continue to go around in circles. The remote/buttons work, then they don't work...then they work...then they don't work!
On one of my remotes, i didnt get more than a week with the batteries that came with the remote (even though they came with remote so were new.)
Have you tried brand new batteries (or at least 1 brand new battery w/ existing battery) while you were doing these procedures?
Good news is you appear to be paired. Can you get new batteries into the remote and see if that helps? Also, I have to gently tap my remote sometimes and rotate batteries when stops responding. It wont affect the pairing simply changing batteries so you are fine there.
Also, next time you get the remote responsive, navigate to SETTINGS, SYSTEM RESTART before trying to set up the NETWORK CONNECTION.

I've replaced both batteries and I know the difference between the reset button (on the roku) and the pairing button (on the remote). At this point I'm pretty sure it's a bad remote, but I will give it one last shot and try to navigate to the system restart. Thanks for the help!
