I had my old Roku remote (that came with the Streaming Stick) paired to turn my LGTV on/off and hange volume, so I know the TV is compatible (though it is old, pre-smart TV). But it quit controlling the TV, so I bought a new rechargeable Roku Enhanced Voice Pro. I have gone through the steps (Do you still hear the music?), chosen the brand TV, . . .. Still no joy. The support help tips haven't solved the problem, either.
It could be that your old remote just lost its setup for your TV and needs to have it reestablished. There have been lots of complaints of this happening with the recent rollout of Roku software version 10. You could try to set this up again via Roku menu path Settings > Remotes & devices > Remotes > Remote (In use) > Set up remote for TV control ... then follow the prompts.
But in relation to the new Voice Remote Plus, it could be that the code set for an eight+ year old plasma tv may not have been included in its code set. Possibly that set uses a compatible code set for a different manufacturer. Of the folks that hang out here @Tivoburkee is the most knowledgeable about remotes. Hopefully he'll see this and be able to offer suggestions of other manufacturers to try.
If none of the LG work, try Goldstar or Vizio tv codes as well.
Thanks for the tip to try Goldstar and Vizio. Unfortunately, no success. Any other suggestions?

Is there anything in the front of the tv stopping the IR commands? A soundbar?
Nothing between the TV, the Streaming Stick, or the remote. But I thought that didn't make a difference with this remote. I asked LG Support if they had any suggestions regarding codes, and they didn't.
If other customers have had similar problems since the software update, is there any way of an individual going back to the old version?
It only controls the roku by wifi, non-roku tv's are strictly controlled by IR. So you need a line of sight from the remote to the front of the tv. If it were a roku tv then it would control the volume by wifi and the signal would go through walls.
Makes sense. Thanks.
