I have the same issue. The voice control is likely the culprit...probably always on, constantly seeking input (i.e. listening).
My non voice remote is fine.

Please be informed that a Roku voice command feature needs to be activated for it to function. To utilize the feature, a button with the "Microphone icon" must be pressed.

The Remote on one of my Roku Express 4K+ with voice remote is draining the battery in 6 hours. I've tried different rechargeable batteries and the same thing happens. I have tried repairing, but that didn't work. I have tried unplugging everything and repairing and that didn't work. This remote has not worked properly since the day I purchased and installed this Roku. I've had it since March 6, 2023. I should have complained about it in the beginning. Luckily (or unluckily) I had another spare remote, from another Roku E4k+ that died just last December. I had to buy another one. (I have 3 Roku E4k+ on 3 separate TV's in the house).
I had a Roku Express 4K+ with voice remote die, it was only a year and 6 months old. So I had to buy another one. So I am losing trust in these devices. Someone better check that the production and completion of these units work and will last. I have three Roku Express 4K+ with Voice Remotes in my home (excluding the one that died).
My question is it really the Remote or is it the Unit? Which one is actually causing the problem of the battery being drained? Is the Unit sending the signal, or is it just the Remote sending the signal. I think the Software Engineers need to dig deeper into this issue and fix it so that it doesn't happen to the many people it already has, and continue to happen. Because it makes your product look bad. So I have paired my spare remote to the E4k+ with the previous remote issue and I will see if it drains the battery on the spare. I have regular batteries in it.
I know I can use my phone, don't want to do that. Roku needs to do better with programming the Remotes, to work with any Roku. IR or RF should be a choice with the remotes, so remotes from other rooms don't turn on the TV you are not going to use. The old remote (that didn't work), even though it wasn't paired with the TV in the Bedroom, would turn on the TV in the living room.
Sorry for the long post, but I am trying to figure out the Roku E4k+, and maybe help with some issues that could be fixed.
