My Roku Express is not responding to remote (all new device)

I have a brand new Roku Express and the remote seems to not be pairing with the TV.

Roku Express only comes with an IR remote, it doesn't have tv controls, only wifi roku remotes do.

That's what I meant. The controller it comes with is not responding. I can't even pick the language I want my Roku in.

There seems to be a rash of bad remotes with new devices.  If you really have a simple remote (no TV controls) you can test it by pointing it at a digital camera like the one in a cell phone.  You should see a flash on the screen coming from the end of the remote when you press a button.  If there's no flash try new batteries.  If still no flash and/or no response from the Express, return it.

One other thing to check:

Be sure your batteries are installed with flat end of the battery contacting the spring, as indicated by the diagram molded into the battery compartment.
