Setting up a new Roku Ultra (2020) 4800R to replace Xfinity STB. It will not control the volume/mute on my Samsung TV (model UN60F7100AF). I have been through the remote's Setup process multiple times.
The remote control code should be 12051 (based on my Xfinity universal remote's setup). How do I get the Roku enhanced remote to use this code for the TV? Right now, it tries 8 Samsung codes and gives up. Samsung has much more than 8 remote codes, over the years. Does 12051 correspond to any other TV brands as well?

The Roku remote will support most of the configurations for a variety of TVs, but it won't control 100% of them. Yours appears to be one that isn't supported. You can't program the Roku remotes in a way apart from the menu. If the menu won't find a configuration that controls your TV, you're pretty much out of luck.
Do be sure you are quite deliberate and careful in your attempt to set up the remote for controlling your TV. A stray remote click may have caused the setup to skip a configuration.

If your Samsung TV supports AnyNet+ (their name for CEC), then you should be able to control the volume via CEC. Make sure AnyNet+ is enabled on the TV and One-Touch Play is turned on in the Roku menu.
Roku Streaming Stick + and Roku Ultra introduced a new Roku remote control that you’re able to set up to control your TV. These enhanced remotes contain infrared and wireless technologies that allow you to control both your Roku player and certain functions of your TV.
With the enhanced Roku remote, you can control the power of your TV and adjust its volume, but you might not be able to change channels and use some other functions. Some TV brands allow you to do so, but they’re in the minority.
Furthermore, you can’t use your Roku remote to control devices that are connected to your TV, such as audio and video receiver, soundbar, DVD player, and others.
