Only Roku branded remotes are Wifi, you can buy aftermarket IR Roku tv remotes on amazon, but there is no pairing needed it will just work. Unless this remote can be used on both Roku tv's and Roku stand-alone Roku's than it would have to have a code or button combination to program the right kind of Roku in. That screen you see comes on after a reset, the Roku is sniffer mode looking for a wifi voice remote, which ALL have pairing buttons in the battery compartment, or on back of the remote in case Voice Pro rechargeable remote since it doesn't have a battery compartment to open.
