All universal remotes use different codes, so it depends on the remote. Also, if you have a stick that plugs directly into an HDMI input without the need for an HDMI cable no universal remote will work.
You should be able to use the Roku app on your phone/tablet as a remote assuming the Roku device is already connected to the same network as the phone/tablet.

If you bought a universal remote it should have come with some literature that explains how to configure it for various devices. You may be able to look up the remote's brand and model on the internet and find this information.
