Enhanced Voice Remote connected to a Roku TV -- power and sound controls work, the rest does not

My Enhanced Voice Remote is connected to my Roku TV. The power and sound on the remote work, but the other buttons and the headphone jack out do not.

The Roku TV runs on a TCL - 65” Class 5 Series QLED 4K UHD Smart Roku TV.

The remote came with a "Roku - Ultra 4K Streaming Media Player with JBL Headphones and Enhanced Voice Remote", which I used on my old TV and worked fine. The remote that came with the Roku TV works fine, and I was able to connect the remote from my 8 year old Insignia with no problems.

I have tried everything I could find on this site (e.g. powering the Roku on and off.)

Any advice would be appreciated.

Its probably still controlling the ultra, and controlling the roku tv by IR. If you want it to control the roku tv fully, you have to pair it to the roku tv, it won't control the ultra anymore, and now will control the tv power and volume by wifi, along with all other roku tv commands.
