There's no doubt that's the model 3600 Roku Streaming Stick. And under normal circumstances, the remote should pair with it. And the fact that it doesn't could indicate the remote has a problem (yes, I know it's new, but things do happen) or the Stick has a problem. So, let's get some history, as none is provided. Don't know if it will matter, but let's find out, shall we?
How long have you had the device? The device was only in production for 18 months, from April 2016 to October 2017. So when did you get it? Did it ever work (probably only applicable if you didn't get it new)? What happened to the remote that came with it?
Let's get a better understanding of the circumstances, rather than us simply assuming you bought it new in 2016-2017 and the original remote went missing. Let us know what the actual background is, and we may be able to offer better suggestions.
