Ultra Remote can't tv on but can turn off and control volume

Have Sony XBR-55x850C Tv, remote set up for ultra was fairly straightforward, can turn TV off and control the volume,  but can't use the remote to turn TV ON. Have other Roku remotes and no issues, even returned this roku for new one and still have the same issue

Reprogram the tv, skip the first positive result by clicking no, see if a later code has toggle power command instead of a discrete off command. 

 

settings> remote & devices> remote> remote in use> program tv> follow prompts
