Software scrolling wont stop even without batteries

I've rest my remote reset the TV changed batteries unplugged and plugged back in the TV and it just keeps scrolling on any app and the responder on the bottom of the TV still flashes and continues to scroll even when I take the batteries out of the remote..have already talked to hisense about the issue and they told me to get help from roku

Check for ALL IR sources in the room, a stuck button? under cushion? Sounds like IR interference, a roku command gets stuck in a feedback loop. Stand in front of tv try to block the offending IR signal and identify where its coming from?
