Is that a Roku IR remote? If so, it doesn't pair to anything. It will send signals a Roku recognizes, but it isn't paired to your Roku. It's just in line of sight. If you had two Roku devices side-by-side, it would control them both at the same time. Not either, both. And you can't configure it to do anything but send signals for Roku. It's not a universal remote in any way, shape, or form.
If you want a universal IR remote to run both your TV and a Roku, you can find them at Walmart, Best Buy, Family Dollar, and a whole slew of other places.
