Sorry, but no. The remote that comes with express is IR only, only wifi remotes have tv controls. You can buy $20 voice separately at Walmart or Best buy and pair it to your Express, then you can program it for your tv.
The Roku Express 4k+ is on sale for the same price as the Express, and it comes with a voice remote.
