The remote for the Roku Ultra I got 3 months ago has started working part time. Sometimes it will turn on everything and work fine. Lately it will not increase or decrease the sound. It has a full charge, but if I plug in the charger the remote starts working. After I unplug the charger (maybe one minute) it will still work for a few minutes, if I continue to watch TV it will stop working again. sometimes when I hit the power button it will not come on, until I hit some of the other buttons.

Note that remotes do not have serial numbers.  When serial number is requested, Roku suggests you enter the serial number for the Roku unit you are using the remote with.
