Video stutters on multiple apps since update

I am using a TCL Roku TV. 

I am having a video playback issue where the picture will freeze and then rush forward to the current frame while the audio never stops and plays perfectly  

This is happening on multiple apps including ESPN, Hulu, Disney+ and F1TV. It is not happening if I use an external device such as an amazon fire stick. 

It seems to be an issue with the Roku video player? I have reset network settings and factory reset the tv and it has not made a single difference.

is anyone else experiencing this issue and/or is there a fix?
