Stick+ and Sony 4k HDCP unauthorized in non 4k port

I have an issue with my TV, KD50X690E. If I plug my Stick+ into HDMI 2 or 3, it works fine. Every now then I get the HDCP unauthorized while using either of HDMI 2 or 3, so I just unplug and plug it back in. It's rare but it's happened before.

The main issue is plugging into HDMI 1, which doesn't support HDCP 2.2. I set the roku to 1080p and no matter what gives me HDCP unauthorized.  I set it to 720p, and still HDCP unauthorized. Went as far as to upgrade the TV firmware, the Roku firmware, and factory resetting both. No matter what, HDMI 1 will always give me HDCP unauthorized. Everything else for me works, my laptop, my Switch, my PS4 all work on HDMI 1 except the Roku. Anyone experience this with a non-2.2 HDMI port? OR, does the stick+ ONLY work on 2.2 enabled ports?!?
