Smeared streaming

I am using a Roku Premier, my TV is a LG 65” current model. During fast action, or camera pans the image “smears”. I changed the HDMI cable, same result. Any thoughts or fixes for this issue?

Possibly the streaming service or your ISP isn't supplying enough bits per second for those scenes at the resolution you're running.  Or your Roku may not be getting a good-enough wi-fi signal from your router.

Or it's interlaced video.  Big TVs accentuate every little flaw in a video, especially low resolution, older material.
