Scrambled video

I have a brand new never been used Roku Express.  The menus have clear display and so does the Netflix menu, but any animations or video are scrambled, like snowy screen.  The audio is good too.  Please help!  Roku 3900x, s/no: C3394G951426.  I have tried on an LG 55UK6300BUB tv as well as a Sony TV I have.  I have replaced the HDMI cable, factory reset and updated the Roku already.  I’ve also tried 720, and 1080 display outputs.
