I have a Samsung 4k tv, does the roku streaming stick+ power on and off this tv? I know my older roku turns my tv on but not off. I’d upgrade if the stick does both.

The remote included with the Roku Streaming Stick+ will allow you to control your TV power and volume.
If you're referring to HDMI CEC functionality, our 1-touch play feature will allow your Roku device to alert your CEC enabled TV to activity when you perform a function on your Roku device, which may allow it to power on and switch to the input that your Roku device is connected to. However, as you noted, this functionality does not allow a Roku device to power your TV off.

I have a new Streaming Stick 4K and it does not power on when the TV powers on. The volume control works perfectly. The only way to get the stick to work is to unplug the power cord and reinsert it. Then it works fine until you shut the TV off and then I have unplug the stick again. Any suggestions before I send it back?
Did your Roku recently receive the update to Roku operating software 10.5 that is currently rolling out? Settings > System > System update will show you. (While you're there you can click Check now to receive any pending updates for your unit.)
Roku 10.5 has added a new Power item in the Settings > System menu for some Roku models. If you have this Power item, under Auto power savings see if deactivating After 20 minutes of no interaction fixes the problem.
