NBC affiliate WBOY TV has a frozen commercial image

I select NBC, select live and a frozen commercial image appears on all of my TVs with all of my ROKU devices.  I've restarted, I've removed and re-inserted the NBC station, I've rebooted internet and the TV and ROKU.  Nothing works.

When I select NBC and then select CNBC, I get a live feed so it is strictly limited to when I select NBC and then select the live feed for NBC.  

Any suggestions.

That live stream originates with WBOY.  That's who you need to contact.  Roku can only pass on what the station sends to it.
