I have been having this issue constantly. I have tried all solutions. My conclusion on this is that there is no fix and that it is a Roku known internal permanent issue that they need to address. I have replaced mine with a Firestick.

Firstly, have you tried the suggestions provided in this Support link: What to do if the red light is flashing, or you see a "low-power" warning? If not, we'd recommend giving it a shot.

There is no solution and you cannot call roku for tech support they don't help. I will ban all roku devices as they are making money shipping defective units all over the place to amazon. Amazon will ship you a refurbished one still with issues. I have the same problem no one helps. They got their money.
warranty should be covered without having to wait and wait for a new unit while sending back the bad one..that is just bad CS and tech support. You already paid the money.
The phone number amazon gives you is bogus and doesn't work not tech support.
low power you cannot boot the unit up,.
