HDCP Error 020 TV is compliant ver 1.4

I purchased a new streaming stick an decided to move my old Roku Express to another TV.  After moving it to a 2009 LG TV that Roku says is compliant to HDCP version 1.4, I get the Error 020.  I have FACTORY RESET the Roku Express and changed the HDMI cable even though I was using the same cable that came with the ROKU Express.   Should a TV compliant with HDCP ver 1.4 work?  The setup seemed to detect is as OK but then when I try to run the Spectrum app I get the HDCP error, several times. Followed all of your troubleshooting suggestions.  PLEASE ADDRESS DIRECTLY the HDCP ver 1.4 question.

The SPECTRUM app is no longer working. Not sure about everything else you asked but I know the app is no longer working due to contract disagreements. I’m very sad about it🥲😢
