Constant rebuffering

One of my two Roku Express devices constantly loses network and rebuffers continually despite showing a good wifi connection.  I've swapped the devices out to make sure it's not a location/range issue with wifi and rebooted the Roku device, the wifi router and the system router a number of times.

Rebooting the Roku device seemed to help for one day but the problem returned the following.
