Some routers have the ability to continue assigning the same address to devices, even without having a reservation. My Actiontec DSL router does, so my devices always have the same address, as if I had manually created a reservation. But it's nothing the Roku is doing. They have no ability to use a static IP, so always requests a new address on boot. So your router is just assigning the same one each time.
