If its really important to you to have it as it was then maybe a full factory reset is in order. You'll then have to link to your Roku account again. Something is stuck, and may actually be in your router. Either way you know it stills works.

What about clearing network settings on Roku. That added that in 9.0 (maybe it was 8.1). Then if that doesn’t work, a full device reset?

The wifi connection issue is happening with me as well as I am trying to connect my wireless printer through wifi but the connection is not getting established. It is always showing Epson error printer code e-01 and it needs to be fixed,

How is this related to Roku?
There seems to be an issue with the roku re-encrypting the network information (name and password) after a power outage. Luckily my network allows for up to 3 wifi networks. I deployed a 2nd network under a different name and that worked.
If you do not have the option to setup a 2nd network I would suggest changing the password to your wifi network, and possibly the name as well.
The only reason I can think of is that the device is caching something from the old network connection and there is no way to clear it even with a factory reset ¯\_(ツ)_/¯.
Hope this helps someone.
