What do you mean by "disabled"? Can you connect to their WiFi but can't actually stream anything? As mentioned, that could be a capacity issue. Depending on the equipment the park uses, they might be able to block Roku devices from connecting via their MAC address, as every manufacturer has has a unique MAC address prefix. Although that's usually tied to the wireless chip manufacturer, not the actual device manufacturer.
As @andyross mentions, your only workaround is to provide your own Internet access. That can get expensive in a hurry if you have a low data plan limit. Streaming video consumes a lot of data.
