Phone can turn on tv then not be connected

I have an RCA (Curtis) 55" Roku tv.

How can I turn it on with the WiFi app on my phone then the TV boots up and then it's connected with no internet and the phone won't connect to the tv anymore?

How can I turn it on with the app on my phone then immediately not be connected with the app on my phone?

I can't answer you questions, but try enabling "Fast start" under Settings->System->Power.
