Network connection help loop

I’ve been trying to connect to the WiFi using “I am at a hotel or college dorm” option on my Roku TV since I’m at my college dorm. Whenever I try to connect, everything works up till it finishes finding the connection. After it finds the connection it loops back to the Network Connection Help screen where I have to go through the whole process again (and still doesn’t work). I’ve tried factory reset and it doesn’t work, I can’t update my TV because I need WiFi. If anyone has any suggestions please let me know! Thank you!

Is this the initial set up?  Try using your phone as a hotspot just to get through the software update.
