That does sound like the Bandwidth Saver, but that is only supposed to activate after 4 hours of user inactivity and there is no option to change the time period. As @boogernose suggested, turning it off is at least worth a try.
If that doesn't do it, see if a system restart helps. From the home screen:
Settings > System > System restart
[Or for Roku TV: Settings > System > Power > System restart]
